PROFESSIONAL EXPERIENCE

Strategic Planning:

-Conducted Strategic Planning process for economic development, City of Seldovia, Alaska

-Directed the development of a Strategic Plan as part of the Comprehensive Planning process, City of Bethel, Alaska

-Developed a Strategic Plan for economic development and as a part of the revised Comprehensive Plan, City of Eagle Point, Oregon

-Developed a Strategic Plan for economic development as a part of the State of Tennessee Three-star Economic Development program, City of Etowah, Tennessee.

-Assisted the University of Tennessee, Municipal Technical Advisory Service in conducting a Strategic Planning process for the City of Elizabethton, Tennessee.

Economic Development Planning:

-Conducted an economic development symposium for area economic development planning for the lower Kenai Peninsula adjacent to the City of Seldovia, Alaska.

-Directed the development of public facility plans for the rehabilitation of an abandoned canary site and industrial dock for the City of Seldovia, Alaska.

-Developed a Telecommunication ordinance to govern the development of telecommunication facilities for the City of McCook, Nebraska.

--Worked to facilitate Central Business District renewal and industrial Brownfield redevelopment for the City of Clariton, Pennsylvania.

-Lobbied for and obtained a grant of $8,000,000.00from the Pennsylvania Legislature to fund the rehabilitation of a municipal owned suspension bridge.

Economic Development Planning Continued:

-Organized a multi-community business association to develop tourism resources along the Rogue River scenic area near Eagle Point, Oregon.

-Planned and developed a municipal industrial park for the City of Etowah, Tennessee.

-Developed a draft ordinance for the pre-treatment of industrial waste water for the City of Elizabethton, Tennessee.

-Developed Overall Economic Development Plan for the Skamania Regional Planning Council in Stevenson, Washington and for the Mid-Columbia Economic Development District in The Dalles, Oregon.

-Organized a county-wide chamber of commerce in Skamania County, Washington.  

Comprehensive Planning:

-Developed a draft Comprehensive Plan and revisions to the zoning ordinance for the City of Seldovia, Alaska.

-Developed a revised Comprehensive Plan for the City of McCook, Nebraska.

-Directed the development by consultants of the Comprehensive Plan for the City of Bethel, Alaska. Settled the Native land settlement agreement with the Bethel Native Corporation.

-Developed a revised Comprehensive Plan and Land Development Code for the City of Eagle Point, Oregon.

-Developed the Systems Development Charge system and enabling ordinances for the Town of Farragut, Tennessee.

-Developed the Comprehensive Plan and Land Development Code for the County of Klamath, Oregon. Established an Urban Growth Boundary (UGB) under the State of Oregon smart growth requirements.

-Developed a Geothermal overlay ordinance for amendment to the Klamath County, Oregon Land Development Code.

-Developed the Comprehensive Plan, Land Development Code, and Urban Growth Boundary for the City of Tigard, Oregon (Part of the Portland, Oregon, Metropolitan Growth Boundary.

-Developed the Comprehensive Plan, revised zoning and subdivision ordinances, and Urban Growth Boundary (UGB) under the State of Oregon smart growth requirements.

Grant Writing:

-Community Development Block Grant Application for Community Center remodel project, City of Seldovia, Alaska

-U.S. Economic Development Administration grant for the purchase and rehabilitation of an abandoned canary site and dock. City of Seldovia, Alaska

-Public Facilities planning grant from the Alaska Department of Environmental Conservation and the Alaska State Legislature for the rehabilitation of the water system for the City of Seldovia, Alaska.

-Denali Grant for medical facilities for the City of Seldovia, Alaska medical clinic.  

-Grant for the reconstruction of a municipal seawall for $25,000,000.00 from the U.S. Army Corps of Engineers and lobbied the Alaska State Legislature for $5,000.000.00 for matching funds. City of Bethel, Alaska

-Drafted grant application for an Alaska Department of Environmental Conservation for $110,000,000.00 of water and sewer improvements for the City of Bethel, Alaska.

-Lobbied Pennsylvania Legislature to obtain an $8,000,000.00 grant for the rehabilitation of a municipal suspension bridge for the City of Clariton, Pennsylvania.

-Wrote and obtained a U.S. Department of Agriculture, Rural Development, water and sewer grant for improvements for the City of Eagle Point, Oregon.

-Obtained grant from the U.S. Department of Housing and Urban Development for 300 units of new conventional turn-key housing for the Clackamas County Housing Authority, Clackamas County, Oregon.

-Obtained grant for rehabilitation of existing public conventional housing to enhance energy conservation for the Clackamas County Housing Authority, Clackamas County, Oregon.

-Wrote and obtained a water and sewer grant for the Town of North Bonneville, Washington for the relocation of the Town and its water and sewer system because of a U.S. Army Corps of Engineer dam construction project. Skamania Regional Planning Council, Stevenson, Washington

-Wrote and obtained Emergency Public Works Grant for the improvement of the Central Business District of the City of Stevenson, Washington. Skamania Regional Planning Council, Stevenson, Washington

-Wrote and obtained a Rural Transportation Grant from the U.S. Department of Transportation to provide a bus connection with AMTRAC Rail Service. Skamania Regional Planning Council, Stevenson, Washington

-Wrote and obtained Rural Health grant for an addition to a rural health clinic. Skamania Regional Planning Council, Stevenson, Washington

-Wrote and obtained a Manpower grant to fund city positions with the City of Hood River, Oregon.

-Wrote and obtained a grant to start a five-county bi-state senior nutritional program in the rural Mid-Columbia area of Oregon and Washington. Mid-Columbia Economic Development District, The Dalles, Oregon

-Wrote and obtained a U.S. Department of Housing and Urban Development planning grant for the City of Hood River, Oregon.

-Wrote private foundation matching grants for the Dayton-Hudson Foundation for private corporate grants to community performing and visual arts organizations, youth organizations, and environmental organizations. Dayton-Hudson Foundation, Minneapolis, Minnesota and Lipman's Department Stores, Inc. Portland, Oregon.
