Adjunct Faculty- University of Alaska Anchorage, Alaska. (01/06 – 08/06) Taught a graduate course in Urban Planning in the Department of Public Administration at the University of Alaska Anchorage. Prepared the course syllabus and course materials, provided course instruction, and facilitated the seminar and guided the workshop involving a planning project for a proposed town center for a suburban community in Alaska. Served as a guest lecturer in a land use planning course at Alaska Pacific University in Anchorage, Alaska. Served as a volunteer treasurer for a major political party for the Anchorage, Alaska metropolitan area.

City Manager, City of Seldovia, Alaska. (9/00-11/02). Served as the chief executive officer of a city of 300 (600+summer) in Alaska with 12 employees and a budget of $1,500,000. Supervised all departments and functions including: police, fire, public works, utilities, finance, administration, and community development. Negotiated conveyance and redevelopment of cannery and dock rehabilitation project. Performed grant writing for economic development, public safety, water and sewer, and community development projects, Conducted regional economic development forums. Served as Budget Officer, Personnel Officer, and City Planner. Performed economic development, local and regional planning.
City Manager, City of McCook, Nebraska. (1/99 - 3/00). Served as the chief executive officer of a city of 8,200 in Western Nebraska with 75 employees and a budget of over $13,000,000. Served as the Budget Officer, Personnel Officer, and Planning and Zoning Administrator. Performed community development and planning. Obtained the adoption of a new comprehensive plan and revised subdivision and telecommunication ordinance. Reviewed and processed new development proposals. City Manager, City of Bethel, Alaska. (8/95-4/98). Served as the chief executive officer of a city of 5,200 in Western Alaska with 90 employees and a budget of $12,000,000. Supervised all departments and operations including police, fire, public works, port, finance, community services, and administration. Served as Budget Officer and Personnel Officer. Performed grant writing, community and economic development, labor relations, risk management, community and intergovernmental relations. Successfully lobbied the state legislature and obtained funding to complete a $25,000,000.00 sea wall project. Settled a collective bargaining contract with an employee union.
City Manager, City of Clairton, Pennsylvania. (8/94-2/95). Served as the chief executive officer of a city of 10,000 in the Pittsburgh Metropolitan area with 45 employees and a budget of $5,100,000. Supervised all departments, functions, and employees. Also, served as Budget Officer, City Clerk, Personnel Officer, and Controller. Wrote and obtained grants. Managed labor relations. Eliminated tax liens to carry out slum clearance. Obtained $8,000,000 from the legislature for the rehabilitation of a municipal bridge.
City Manager, City of Eagle Point, Oregon. (12/90-6/93). Served as the chief executive officer of a city of 5,000 in Southern Oregon with 16 employees and a budget of over $2,500,000. Supervised all departments, functions, and employees. Also, served as City Planning Director. Performed personnel, budget, and financial administration. Led programs to carryout community-wide strategic planning, comprehensive land use planning, economic development, and park and recreation planning and development. Facilitated the development of a major PGA golf course and planned residential development. Helped the City receive the “Tree City USA” award for its urban forestry program.
City Manager, City of Etowah, Tennessee. (12/89-8/90). Served as the chief executive officer of a city in East Tennessee of 4,500 with 35 employees and a budget of over $2,500,000. Supervised all departments, and employees. Performed personnel, budget, and financial administration. Led programs to carryout community and economic development. Assisted the City in receiving the Governor’s “Three Star” award for economic development. Directed the development of a municipal industrial park.
City Management Intern, Town of Farragut, Tennessee. (6/89-12/89). Served a two-semester internship with the Town Manager of the Town of Farragut, Tennessee to satisfy a requirement for the Master of City Management degree at East Tennessee State University. Prepared a report on the use of systems development charges in the financing municipal infrastructure. Developed systems development charge methodology and implementing ordinances.
Senior Planner, Klamath County Planning Department, Klamath Falls, Oregon. (10/80-7/81). Supervised the development of the comprehensive plan and development code. Coordinated the citizen participation and agency coordination programs for economic development, public facilities, and natural resource planning for a large rural county.
Executive Director (Housing Administrator), Clackamas County Housing Authority, Oregon City, Oregon. (1/79-10/80). Supervised all activities of an urban county housing authority that operated in fifteen suburban cities near Portland, Oregon. Developed and acquired new and existing housing. Directed the operations of the conventional rental housing and the rent subsidy program.
City Planning Director, City of Tigard, Oregon. (7/78-1/79). Served as City Planning Director for a rapidly growing suburb in the Portland, Oregon, metropolitan area. Directed all planning activities including: current planning review for large scale residential subdivisions, planned unit developments, commercial, and industrial development projects; and performed site design review.
Executive Director, Skamania Regional Planning Council, Stevenson, Washington (8/76-7/78). Served as the director of a rural one-county council of governments composed of eleven agencies. Provided intergovernmental relations administration services, grant writing, planning, and economic development work for several communities located within the Columbia River Gorge area.
